Modern education should provide a graduate of a school or university with success in life. In the conditions of socio-economic modernization, society needs a person who is able to work for results, who is capable of certain socially significant achievements. These qualities need to be formed and developed during the educational process. Teaching students to independently extract, analyze, structure and effectively use information for maximum self-realization and useful participation in the life of society is the leading direction of modernization of the education system. In the context of this modernization, the role of "borderline" areas of research between different disciplines is increasing, which provide the development of effective ways and means of solving vital tasks and problems for people. The core of this process is functional literacy.

Functional literacy has become the most important indicator of social well-being. Functional literacy of students is an important indicator of the quality of education. Today, it is necessary to focus educational content and programs on the result, which is practically expressed in the ability to apply knowledge to solve life and professional tasks. Traditional methods of testing knowledge and skills should be replaced by others that allow assessing this ability.

The experience of an international study of the achievements of PISA schoolchildren (Programme for International Student Assesment), in which the level of competence is assessed, is important. This study focuses educational programs on preparing students for successful learning, focuses on the use of critical thinking skills, creativity, communication and interaction. Teachers need to be able to reformulate some assignments and tasks in textbooks, create a situation that generates the need to solve a particular task or task, ensure the search for new solutions without providing them in a ready-made form. This skill is a testament to the professional competence of teachers.

In the issue of the formation of functional literacy, two directions can be distinguished: the daily work of a teacher within the educational process, and the formation of functional literacy through additional education. Network projects fit into both directions. Projects developed taking into account the requirements of educational standards aimed at the formation and development of functional literacy will be especially in demand in the educational process. When using the project method of teaching, the teaching staff of secondary schools or the teaching staff of the university should be competent in the application of these innovations. Authors and managers of network projects are required to know the approaches and know the technology for developing functional tasks and tools for their evaluation.


The purpose of this program is to prepare the training participants for the development of tasks aimed at the formation of functional literacy and a model of its formative evaluation in the author's network project.


As a result of the training, the authors of network projects should

  • The concept of functional literacy and its components
  • Requirements for tasks on the basis of which functional literacy is formed and developed
  • Methods of assessing the level of functional literacy

be able to:

  • Develop a reference task taking into account the specifics of the project
  • Develop criteria for evaluating the reference task
  • To conduct an expertise of the quality of the reference task and evaluation tools

acquire skills:

  • Of managing the process of developing functional literacy and evaluation procedures during the implementation of a network project
  • To advise and train colleagues (project participants) on the implementation of tasks aimed at the formation and development of functional literacy
